Right now it is essentially global access to your gold once you have placed it into your "wallet". Future iterations we'll expand the wallet into an actual window that tracks all of your transactions in and out of the marketplace, between players and vendors.

Gold is an inventory item. When you deposit it, it's no longer an inventory item and can be spent anywhere.
The ACT initiative is really cool, but FFS please put an image thumbnail on the store items! You have the preview button which is nice, but as the store expands it'll be a real pain in the ass to check every single thing individually.
This is obviously not an official answer but there can be a few benefits to this system. One that i see is saving on a tiny bit of inventory space and the chance for gold to go into wrong bags or get hidden by accident in your bank. The second is the possibility of future tracking of expenditures. When gold moves around it will be a lot easier to track through the new system. The third benefit i could see would be the ability to see what you have for gold. Currently i believe you cant see how much gold you have in your bank unless you are in your bank. So when you go to make a purchase on a current vendor or what have you, you might find you're spending more of your available gold than you wanted. With this system you would be able to look at your gold easily and make more informed purchase decisions. The fourth i could see is crafting or buying upgrades. I'm sure everyone has brought the wrong amount of gold or maybe forgot gold completely when running to a vendor or crafting station. Not saying this change will do this but if it could allow you to have access to that gold possibly at crafting stations, it would make a few of the little "ARRGGHHHH" moments of this game disappear. The system allows you to be vulnerable with your farmed gold until you get it to the bank like it currently is but then gives a larger convenience once it is safely in your wallet. I personally think it will be an amazing addition to the retention of new players and the reduction of tedium in general. I know when i played EvE, the wallet system was one of the initial things i noticed and liked after going there from DFO. No more wondering where my gold went or never knowing if i can buy something without checking my bank first.
Bottom line, more flexibility. Jesse (Kilrath) pointed out a lot of what will be beneficial, but the main drivers were convenience and the fact that we can be more granular about how we handle transactions in the wallet than we can with the physical item without making a lot of other changes. By keeping physical gold we can still retain a good portion of risk where we want it and remove it where we don't with the wallet. As for the bank being the wallet it was originally designed to just disappear, but after thinking about it being more flexible won out. Keep the stacks you want or deposit all of it. Your call.
I agree with @skreww L00se. Adding a few lines of code to pull from bank is much less time consuming than creating a wallet.
